Sweden crypto license 2026 — Finansinspektionen CASP authorisation
Sweden licenses CASPs through Finansinspektionen (FI) under MiCA and Lag (2024:1159). The national transition ended on 30 September 2025, ESMA's interim register lists one Swedish CASP (Safello AB, 13 October 2025), and the application fee is set by ordinance at SEK 135,000–690,000.

Stockholm as a Nordic supervisory hub
Sweden is a small EU CASP jurisdiction by authorisations: ESMA's interim register lists one Swedish CASP, Safello AB, authorised on 13 October 2025. Finansinspektionen, the Swedish Financial Supervisory Authority, supervises conduct and prudential matters in depth, and Stockholm is a Nordic financial-services centre. The Swedish business environment is also one of the more English-friendly in Europe, even though the formal application file has to be in Swedish.
For platforms with a Nordic customer focus, Sweden is a credible passport-hub option. Advisers report close supervisor engagement on each file, and the substance lift is real but proportionate rather than minimal.
The single-supervisor model and the transitional period
Sweden runs a single-supervisor model: Finansinspektionen handles CASP authorisation under MiCA Article 63, prudential and conduct supervision, consumer protection, and AML/CFT, while the Swedish FIU (FIPO), housed within the Swedish Police Authority, receives suspicious-transaction reports separately. One case team, one application, one supervisory dialogue: administratively simple for the applicant.
Sweden did use Article 143(3), for nine months. Under transitional provision 4 of Lag (2024:1159), firms already providing crypto-asset services could keep going until 30 September 2025, and a firm that had applied before 1 October 2025 could continue until its application was finally decided. MiCA Article 143(3) capped that continuation at 1 July 2026, so no Swedish firm can now rely on it. Earlier versions of this page said Sweden had no transitional regime; that was wrong. For a new entrant the practical position is the same as everywhere else in the EU: a fresh MiCA application to FI, with no grandfathering to lean on.
What Finansinspektionen looks for, and the realistic timeline
The legal floor for substance is MiCA Article 59(2): registered office and place of effective management in the EU, with at least one director resident in the EU. Advisers describe FI's expectations as governance sized to the planned business, a documented Swedish office with Sweden-based compliance and operational-control staff, Article 67 own-funds rigour, an ICT framework consistent with DORA, a fully developed AML programme with an appointed MLRO reporting STRs to FIPO, and Swedish-language consumer-protection materials for Sweden-targeted services. In their experience letterbox arrangements do not pass.
On timing, the MiCA Article 63 clock of 40 working days starts only once the file is deemed complete. With pre-filing preparation and Swedish translation, FI's completeness cycle, the active clock, and onboarding, advisers work on six to nine months end-to-end (practitioner estimate). The application fee is set by ordinance: förordning (2001:911), as amended by SFS 2024:1240, places an Article 62 application in fee classes N–S, SEK 135,000 to 690,000.
Sweden's CASP authorisation is the licence granted by Finansinspektionen (FI), the Swedish Financial Supervisory Authority, under MiCA Regulation (EU) 2023/1114 Articles 59 and 63, supplemented by Lag (2024:1159), which designates FI as the competent authority, to crypto-asset service providers established in Sweden.

Frequently asked questions about Sweden CASP authorisation
Who supervises CASPs in Sweden under MiCA?
Finansinspektionen (FI) is the single national competent authority for CASP authorisation, prudential supervision, conduct supervision, and AML/CFT. Lag (2024:1159), chapter 1 section 2, designates FI as the competent authority under MiCA.
Did Sweden have a MiCA transitional period?
Yes. Firms already providing the services could continue until 30 September 2025, and those that had applied before 1 October 2025 could continue until FI decided, though MiCA Article 143(3) capped that at 1 July 2026. ESMA lists Sweden at nine months.
How long does FI CASP authorisation take?
Advisers estimate six to nine months end-to-end for a clean first-time file (practitioner estimate). The legal clock is MiCA Article 63: 40 working days from a complete file, with one possible suspension of up to 20 working days.
What does FI charge to process a CASP application?
Förordning (2001:911), as amended by SFS 2024:1240, puts an Article 62 authorisation application in fee classes N–S, which is SEK 135,000 to 690,000. An Article 60 notification is class H (SEK 25,500) and a passport notification under Article 65 is class G (SEK 18,000).
Is English-language operation feasible from a Swedish base?
Yes. The Swedish business environment is highly English-friendly. Internal operations, client communications outside Sweden, and supervisory dialogue beyond the formal filing can run in English. The formal application file must be in Swedish.
Pitfalls and nuances in Sweden
1 Underestimating the FI's substantive-supervision focus
Advisers describe Finansinspektionen as a professional supervisor with a strong substantive-engagement style. Files that look complete on paper but lack depth on governance, risk-management, or operational-resilience arrangements draw information requests.
2 Filing without Swedish translation capacity
The formal application file must be in Swedish. Articles of association, internal policies, AML manual, ICT framework: all need Swedish translations. Advisers estimate 5-7 weeks of translation for a substantial file (practitioner estimate).
3 Overlooking Swedish bank-access friction
Advisers report that the large Swedish banks remain cautious about banking crypto-asset businesses and that CASPs often rely on specialist providers or non-Swedish correspondent banking. Plan banking in parallel with authorisation.
4 Ignoring the broader Nordic context
Many CASPs choose Sweden for Nordic-customer-base access: Sweden, Denmark, Norway, Finland combined. The reasoning is sound, but operational localisation differs by Nordic jurisdiction. Swedish authorisation grants the EU passport but does not displace local consumer-protection requirements in Denmark or Finland.
